Indonesia already has legal foundations to protect the freedom of every citizen to move, relocate, or leave the country's borders. Law No. 8 of 2016 Concerning the Rights of Persons with Disabilities regulates the right to mobility in Article 23, although there are no clear standards regarding the state's obligation to assess the special needs for personal mobility of persons with disabilities.
Law No. 23 of 2007 Concerning Railways Article 131 affirms that railway operators must provide special facilities for the needs of persons with disabilities from before boarding the train until disembarking. This has also not been fully implemented, considering that almost all train stations are inaccessible to wheelchairs, both for urban trains (commuter lines) and long-distance trains. Law No. 17 of 2008 Concerning Shipping Article 42 also affirms this, but its implementation has not been optimal.
The provision and supply of adaptive assistive devices as part of mobility still do not meet the required quantity. This limitation is due to the minimal number of domestic producers, so currently adaptive assistive devices are still largely imported from abroad. This impacts the unaffordable price of mobility aids for most persons with disabilities. Although the state has an initiative through the Ministry of Social Affairs (Kemensos) for the provision of mobility aids, the assessment is carried out improperly and the quality of the assistive devices is still below standard. Meanwhile, social security (BPJS) does not yet cover assistive devices in health services.
The provision of assistive devices has not been mainstreamed in central, regional, and even village government programs. There are some villages that allocate a portion of village funds for assistive devices due to the involvement of DPOs in the budget formulation and implementation of village funds. At the district/city and provincial levels, the provision of assistive devices is highly dependent on the respective regions. Meanwhile, at the central level, research and technology development centers have not prioritized research on and the creation of affordable assistive devices for persons with disabilities, which are also not yet available.

Programs to increase access to information technology and the internet are not yet evenly distributed in rural areas of Indonesia, including for persons with disabilities. A number of village fund programs are prioritized for development programs and social assistance, although the Government itself does not have comprehensive data on the number of persons with disabilities who receive assistance. Internet access available in village offices is also usually inaccessible to persons with disabilities.
Regarding mobility skills, a number of regions provide wheelchair repair workshop skills training, but this is still very limited and in some areas is driven more by DPOs. More generally, there are no efforts for technology improvement, ranging from research, development, to provision and testing, for domestic mobility aids driven by the Government. This causes these assistive devices to be imported from abroad and to be expensive.
