Disability Right and Advocacy Program

OHANA is an organization dedicated to promoting the rights of persons with disabilities. Our work focuses on two key areas: the United Nations Convention on the Rights of Persons with Disabilities (CRPD) and the 2030 Agenda for Sustainable Development. We have been actively advocating for these fundamental human rights and developing sustainable frameworks at local, national, and international levels.

With support from the Ford Foundation, OHANA has partnered with Indonesia’s Ministry of Home Affairs to accelerate the implementation of CRPD and the 2030 Agenda for Sustainable Development. OHANA also collaborates with local organizations of persons with disabilities (OPDs) to develop provincial action plans that integrate CRPD and the 2030 Agenda into planning, budgeting, and policy implementation in Indonesia. Additionally, OHANA provides capacity-building training for OPDs, equipping them with advocacy skills and movement strategies to drive inclusive and resilient policy changes.

At the global level, OHANA works with international disability rights organizations and other stakeholders to promote disability rights and policy advocacy, sharing best practices in CRPD and 2030 Agenda implementation at both local and national levels. OHANA is also actively involved in inclusive development discussions within the United Nations (UN) and the G20 Forum. Through the establishment of gender and disability working groups, OHANA collaborated with C20 Indonesia leaders during Indonesia’s G20 Presidency to promote disability inclusion in global policy discussions.

Rights Advocacy on monitoring the United Nations Convention on the Rights of Persons

Disability Inclusive and Accessible Urban Development 

OHANA has been the organizational member of DIAUD Network/Disability Inclusive and Accessible Urban Development and member of General Assembly of Partner Persons with Disabilities (GAP PWD - PCG) after the PrepCom III in Surabaya, Indonesia in 2016. We have collaborated with various international organizations including CBM, World Blind Union and International Disability Alliance to promote the UN Outcome Document, known as the New Urban Development. We work together with this international coalition to ensure the CRPD principles adopted into the New Urban Agenda that become the core tasks and roles of the UN Habitat. 

 

OHANA participated in the Preparatory Committee meeting for the UN Conference on Housing and Sustainable Urban Development (Habitat III), held in Surabaya, Indonesia on 25 – 27 July 2016, together with CBM and the Indonesian Organizations of Persons with Disabilities. Back then, recognition of meaningful participation and direct involvement of organization of persons with disabilities in the UN meetings was not being acknowledged yet. OHANA was part of the OPDs members to participate in the OPDs international coalition (DIAUD) to advocate the CRPD principles until the New Urban Agenda presented in Quito, Ecuador on 17-20 October 2016. Since then, we have been active in participating and providing training related to urban stakeholders in the World Urban Forum (WUF 9 in Kuala Lumpur-Malaysia, WUF 10 Abu Dhabi-United Arab Emirates, and WUF 11 in Katowice, Poland).

In 2020, OHANA (with a grant from the Ford Foundation) led a coalition of OPDs to actively engage municipal and provincial governments in Yogyakarta, Indonesia to advocate for accessibility, resulting in local governments adopting accessibility standards in government buildings. Governments continue to consult with the coalition to conduct accessibility audits and monitor improvements to public facilities. OHANA conducted accessibility audits in 5 districts, this activity aimed to ensure all the government offices and public buildings are accessible and inclusive for all. Also we addressed accessible public services in particular the government service programs on healthcare, education, museum, information and communication. 

 

OHANA has created a network in 14 provinces in particular the organizations of persons with disabilities (OPDs), CSOs focusing on urban development, and Provincial Ministry of Public Works and Ministry of Planning and Development (BAPPEDA). The foundation of this work is the CRPD Article 9 (Accessibility), SDG Goal 11 (Sustainable Cities and Communities), and the New Urban Agenda (UN Habitat).  

 

In addition, OHANA was also involved in the Preparatory Committee meeting for the UN Conference on Housing and Sustainable Urban Development (Habitat III) and in the World Urban Forums to promote accessibility and the importance of Universal Design or Inclusive Design. OHANA was appointed by the Governor of Yogyakarta to work as a joint committee to represent organizations of persons with disability in designing and reviewing Malioboro City Landscape in 2016. Malioboro is known as the City centre of Yogyakarta. We presented this good practice in the World Urban Forum and in the Smart Living and Innovation Caucus Conference in Kuala Lumpur in 2018.
