Mohon berikan informasi mengenai langkah-langkah yang telah diambil:

  • Untuk mengeliminasi hambatan sosial dan lingkungan yang merintangi partisipasi penyandang disabilitas dalam kehidupan budaya serta dalam kegiatan rekreasi dan olahraga;

  • Untuk meratifikasi Perjanjian Marrakesh guna Memfasilitasi Akses ke Karya yang Diterbitkan bagi Penyandang Tuna Netra, Gangguan Penglihatan, atau Ketidakmampuan Lain dalam Membaca Cetakan (Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled).

  • Although a number of art and cultural activities have been organized by the Indonesian Government specifically for persons with disabilities, policy-wise, Indonesia does not yet have a policy that specifically targets disabled artists. Article 87 of Law 8/2016 has indeed affirmed this, but these efforts are felt to be not yet maximal and there is still a lack of government appreciation for the artwork of persons with disabilities, even though this appreciation is important to increase public interest in disability art. So far, through the Ministry of Education and Culture, the Government only provides the Pameran Seni Bebas Batas (Art Exhibition Without Limits) space which is held annually. This activity is also carried out based on cooperation with external parties (British Council).

  • Furthermore, in several regions that already have local regulations (Perda) concerning persons with disabilities, there has been no policy implementation directly aimed at the artistic appreciation of persons with disabilities. Although included in the Perda, as is the case in Bandung, Yogyakarta, and Jakarta for example, the main targets of Perda implementation are still focused on welfare, the availability of public services, and health.

  • Another matter also criticized by the disabled community related to art is the lack of Government support for opportunities for participation in the fields of art and culture for persons with disabilities. Factually, the Government often showcases high-achieving persons with disabilities as inspirators, for example in art or sports, but this is not accompanied by policies and systems that then increase the participation of persons with disabilities in those fields. Mr. Fuad, a person with a disability, expressed his views on this in a research interview, “When we perform in front of people, because we succeed in education for example, there is no policy change in education that can accept persons with disabilities. If persons with disabilities are only showcased on television, so far it only ends as mere entertainment.”

  • This support for opportunities is not balanced with a number of policies or programs that then increase the enthusiasm and desire of persons with disabilities to be involved in the fields of art, culture, and sports.

  • In addition, persons with disabilities who work as art activists and depend economically on the productivity of their work are considered the least benefited. Not infrequently, some of them, like Mr. Totok (a person with a disability working in the field of art), quit their profession as an artist, switching to other jobs that provide better welfare.

  • One of the main challenges for persons with disabilities to participate in sports and culture is the minimal availability of accessible facilities and infrastructure, including trainers, for persons with disabilities. There have been no serious efforts made by the Government to increase this participation and access, so sports and cultural activities are still limited to ceremonial events. Almost all persons with disabilities are of the view that government attention is still severely lacking towards cultural life, activities, and sports. Conversely, persons with disabilities make more efforts on their own to be able to participate in sports compared to government facilitation.

  • Similarly, recreational or entertainment places are usually not always accessible to various types of disabilities, such as museums that do not provide sign language interpreters or audio assistance for visually impaired persons.
