Proccess:

1. National Disaster Management Agency (BNPB) Regulation No. 7 of 2022 Concerning the National Disaster Management Plan for 2020-2024: Article 11 states that in order to implement the National Disaster Management Plan, cross-sectoral issues must be considered, not limited to gender, disability, and child protection. This regulation does not mention accessibility and reasonable accommodation for persons with disabilities in disaster management.

2. Bantul Regent Regulation No. 109 of 2022 Concerning the District-Level Contingency Plan for Earthquake Threats already mentions the protection of persons with disabilities, but is still not specific enough. The appendix related to the Operational Concept for Earthquake Emergency Response in Bantul Regency mentions:

   1. in the emergency response phase: 'Supporting and ensuring protection efforts for vulnerable groups (women, children, the elderly, persons with disabilities, and persons with comorbidities/illnesses).'

   2. in the Transition Phase Towards Disaster Emergency Recovery: 'Ensuring that the basic needs and protection of vulnerable groups are met.'

Bantul Regent Regulation No. 109 of 2022 Concerning the District-Level Contingency Plan for Earthquake Threats. The appendix related to the Operational Concept for Earthquake Emergency Response in Bantul Regency. The Appendix of this Regent Regulation 109/2022 stipulates:

• In the emergency response phase: 'Supporting and ensuring protection efforts for vulnerable groups (women, children, the elderly, persons with disabilities, and persons with comorbidities/illnesses).'

• In the Transition Phase Towards Disaster Emergency Recovery: 'Ensuring that the basic needs and protection of vulnerable groups are met.'

  
  

In Bantul Regency, the formation of a Disability Service Unit for Disaster Management is currently being promoted (on process).

Findings:

• There is no planning for "loss and damage" funding support, which was agreed upon at UNFCCC COP-21, for vulnerable groups including persons with disabilities.

• As of 2024, many persons with disabilities at the village level have not been involved in disaster risk reduction. Many have never received socialization about disasters. For example, more than 80% of persons with disabilities in Srihardono Village and Bangunjiwo Village, Bantul, have never received socialization/training about disasters.

• Existing evacuation shelters are still not accessible. An example is the evacuation barracks in Umbulharjo Village, Cangkringan, Sleman.

• Volunteers/disaster officials do not understand the special needs and etiquette of interacting with persons with disabilities. This certainly impacts the fulfillment of accessibility and reasonable accommodation in disaster situations.

• The drafting of various policy documents and climate change agendas, both adaptation and mitigation, does not involve disabled persons' organizations.

• Some efforts are carried out by civil society coordinated by Yayasan Madani to conduct an evaluation of the adaptation sector in Indonesia's 2nd NDC.
